The possible resignation of Belgorod Region governor Vyacheslav Gladkov and the appointment of Major General Alexander Shuvaev in his place have been postponed because the Kremlin was not satisfied with the military officer’s candidacy. Novaya-Europe reported this, citing a source in one of the regional state agencies; the information was also confirmed by a source in the regional administration.
What concerns were raised about Shuvaev
According to the outlet’s sources, the Kremlin was dissatisfied with the candidate’s conduct during a “very important meeting.” One source said that Shuvaev arrived at the meeting drunk.
Another Novaya-Europe source familiar with the region’s political agenda said Shuvaev allegedly performed poorly at a meeting with Vladimir Putin, and, in the source’s words, “the military man’s lobbyists realized he was no good.”
The same source, along with other people cited by the publication, emphasized that Shuvaev abuses alcohol.
What is happening with Gladkov
On April 16, Vyacheslav Gladkov went on a two-week vacation amid rumors of his possible imminent resignation. On May 4, he said he would extend the leave by another two weeks “on doctors’ recommendation.” Earlier, Novaya-Europe and Important Stories wrote that a criminal case might be being prepared against Gladkov.
Sources from Novaya-Europe in the regional administration and one state agency said they do not know where Gladkov is currently located. According to them, meetings in the administration are for now being chaired by his deputy, Alexander Lorents.
What is known about Shuvaev
Alexander Shuvaev is a Russian serviceman and major general. He took part in the Russia-Georgia war, the military operation in Syria, and the war against Ukraine. In the summer of last year, he joined the Time of Heroes program, under which military personnel are prepared for public service.
In January of this year, Shuvaev was appointed deputy governor of Irkutsk Region, where he oversaw cooperation between the regional authorities and security agencies.
For his participation in combat operations, Shuvaev received the title of Hero of Russia, Hero of the “LNR”, three Orders of Courage, and other awards. After Gladkov went on leave, the Belgorod-based outlet Pepel reported that Shuvaev could be the one to replace him. At that time, a Novaya-Europe source in the regional administration confirmed that information.
