The Novosibirsk Regional Center for Veterinary and Sanitary Support detected foot-and-mouth disease in a cow belonging to farmer Svetlana Panina from the village of Novoklyuchi.

Samples were taken from two cows from Panina’s farm on March 2. One of the tests came back positive for foot-and-mouth disease.
On March 12, veterinarians euthanized all of her animals while the farmer was absent. The livestock were killed under the stated pretext of rabies and pasteurellosis.
The version that the outbreak was specifically foot-and-mouth disease, which had previously been reported in a March investigation, later received additional confirmation. The U.S. Department of Agriculture said that this was the disease spreading in Russia. In early April, China also reported a foot-and-mouth outbreak on the border with Altai.
