The FSB said it had prevented what it called terrorist attacks and acts of sabotage that were “unprecedented in scale and degree of threat,” which the agency claims were being prepared by Ukrainian intelligence services. The statement was circulated through Russian state media.
According to the FSB, drone-based attacks were being planned against military facilities, one of the country’s leading defense industry enterprises, and members of the Russian Defense Ministry. The agency did not specify which facilities or enterprise it meant, and it did not name the alleged targets.
Separately, the agency reported the detention in Moscow of a woman born in 2001 who is suspected of preparing an assassination attempt on a senior Russian Defense Ministry officer. The FSB claims she was recruited by Ukrainian intelligence in 2024.
Investigators say an officer from a Ukrainian intelligence service “simulated a romantic relationship” while communicating with her and promised to continue it in Ukraine after she completed all assignments. According to the agency, in 2026 she rented an apartment in Moscow, where she used cameras to monitor the officer’s home and car and transmitted video to Ukraine.
“In the rented apartment, she prepared disguises and food supplies for the covert stay of the direct perpetrator of the terrorist act,” the FSB said, adding that the person’s arrival was allegedly planned after her departure from Russia through Turkey and Moldova to Ukraine.
The name of the detainee, described in the statement as 25 years old, was not disclosed. A criminal case has been opened against her on charges of preparing a terrorist act, and she may also face a state treason charge. TASS published video of the detention and interrogation: in the footage, masked FSB officers seize the woman while she is walking her dog. The agency did not specify when the detention took place.
